Drones and their evolution

Since the 1960s, drones began to be used in reconnaissance missions by the U.S. military. In the 1980s, their use was extended to civilian applications. The first of these experiences was execute in Japan, in crop spraying tasks.

The development of the technology and the reduction of costs, together with the improvement in efficiency and reliability has led to a wide diffusion in the use of drones.


UAS/DRONES Legislation

In Spain, as in the rest of Europe, there has been a significant growth of activity in this sector. The approval of Law 18/2014, made it possible for professionals to start certain civil operations with a specific type of drones, those piloted by remote control with pilot intervention.

Said law allowed operations away from urban environments, outside the airspace in which traditional aviation operates and, mainly, within the visual range of the pilot.

The Royal Decree 1036/2017, of 15 December, which regulates the civilian use of piloted aircraft by remote control, RPAS or drones, expands the range of applications allowed in the previous regulation and configures a stable framework that extends throughout the value chain of this industry.

The Commission Implementing Regulation 2019/947 of 24 may, on rules and procedures for the operation of unmanned aircraft. That standardizes and adapts the different regulations of the Member States and regulates the civil use of drones regardless of their size or weight. It
provides a common regulatory framework that encompasses the possible operational scenarios, adjusting to the current technological reality.

The most important differences with respect to the current Spanish regulations of RD 1036/2017 are:
● The requirements for drone pilot instruction.
● The registration process for new operators.
● The technical characteristics that aircraft must have to obtain CE certification.

Being a sector in continuous growth, they continue to incorporate new developments related to the use of drones, their design and manufacture. Therefore, they are working on a new regulation for 2023, with the aim of adapting to a single European regulation.
